Cities: The art of the city in 3×3

Cities is a strategic board game in which you play as an urban planner tasked with renovating a metropolis’s downtown. Over 8 rounds (or 4-player rounds), you’ll build a city by placing neighborhoods, attractions, and buildings while completing objectives to maximize your points.

How do you play?

Setup

Each player chooses a color and receives their workers, Objective markers, and City board. A central board is set up with stacks of tiles (Attraction, District), Objective cards, and a bag containing the Building modules. A first player is chosen and receives the Star token.

Round Play

Each round is played over several rounds, where players take turns performing an action:

Choose a location on the board and retrieve the corresponding element (Objective card, District tile, Attraction tile, or Building modules).

Place a worker on the chosen location to indicate that the action has been completed.

Use the retrieved element according to its type:

Objective card: added next to the player’s city center.
District tile: placed freely in a 3×3 grid adjacent to another tile.
Attraction tile: placed on a specific space (water, park, street). Building modules: stacked on Street spaces, respecting the colors and the 4-level limit.

Check objectives: at the end of their turn, the player can validate one or more objectives from their City board.

End of round and new round

Once all the workers have been placed, the round ends. The player who took the Star token becomes the first player for the next round.

End of the game and victory

After the last round, players count their points from several sources:

Objectives validated on the City board
Objective cards completed
Water and Park zones optimized
Monuments added

Is it good?

The game effectively uses worker placement and tile-building mechanics.

Player interaction is indirect but present, particularly through competition for objectives, districts, and various elements on the main board, even though each player remains primarily focused on their own board.

Replayability is good thanks to the variety of objectives and districts available.

Its weaknesses lie in its mechanics, which, while well-integrated, don’t stand out for their originality. The game follows in the footsteps of other worker and tile placement games with a fair amount of manipulation.
